CODE OF CONDUCT
                 
BACKGROUND
 
·         Alberta Golf takes great pride in the quality of its competitors, its host facilities and broad community involvement. 
·         In order to make the events enjoyable to everyone involved, Alberta Golf requires participants to adhere to a set of guidelines known as the Code of Conduct.
·         The purpose of this Code is to identify expectations and clarify actions that are considered violations and thereby assist participants in understanding the consequences of their actions.
  • These standards apply to the competitor and their caddie when they are on golf course property for a practice round, competition or any other Alberta Golf sanctioned event.
 
PERSONAL CONDUCT
 
§         Individuals are expected to demonstrate respect for players, club staff and members, employees, spectators, Alberta Golf officials and all others by exhibiting decorum consistent with expectations of an Alberta Golf member.
§         Actions that are violations include abusive language, abuse of the golf course or golf property, knowingly violating rules, club throwing, vandalism, bad temperament, disrespect of fellow competitors, spectators, volunteers, officials and other conduct that is considered detrimental to the best interests of the game or Alberta Golf.
§         Use of illicit drugs is prohibited at an AGA sanctioned event.
§         Use of alcohol by a competitor or caddie during a stipulated round is prohibited.
§         Juniors are prohibited from using tobacco products or alcohol on golf course property during an AGA sanctioned event or off the golf course when a member of an Alberta Golf team or attending a sanctioned event.
§         Cell phones, audible beepers, discmans, or other electronic equipment are prohibited during competition.  Such devices must not be used during a stipulated round or carried in an activated form that may disrupt play.
§         Practicing or hitting golf balls on any public area other than property specifically intended for the practice or play of golf is prohibited.
§         Competitors must attend mandatory meetings as outlined in the entry acceptance letter.
 

VIOLATIONS TO THE CODE OF CONDUCT

 
If a violation occurs prior to or during the event, the individual must immediately comply with the code.  This must be done without undue delay and then the Code must be maintained.
 
Penalties                1st  offense  -   warning or disqualification
2nd offense  -   disqualification

DISCIPLINARY ACTION

 
-               Discipline during an event will be handled by event Tournament Committee or Alberta Golf representatives in charge of the activity.
 
-                      Code of Conduct violations will be referred to the Discipline Committee.  In the event that the Discipline Committee determines a suspension is warranted, the competitor (and parent or guardian in the case of a Junior) will be advised of the suspension in writing and of their rights to appeal.
 

NOTES

 

CADDIES: All caddies must be registered with the starter and are not permitted to wear metal spiked shoes.

 

SPECTATORS, PARENTS

§         Spectators, including parents friends and the like, must adhere to the instructions of AG officials with respect to their position on the course and stay off all fairways and tee boxes.

§         They must not converse, offer advice, signal or interfere with play.

§         Disregarding this regulation will result in a warning and a second offense may result in the offender being asked to leave the course immediately for the duration of the tournament.

§         Failure to leave the course immediately may result in the disqualification of the related player.

 


Dress Standards

DRESS STANDARDS

 

§         Individuals must be neat with respect to personal appearance and grooming.

§         Only tailored golf slacks (which includes capri pants for females), golf shirts with collars and sleeves (ladies’ golf shirts must have a collar and/or sleeves), and tailored golf shorts (cut to a length no higher than approximately 4 inches above the knee, and not extending below the knee) are acceptable.

§         Shirts must be tucked in at the waist.

§         Hats / visors must be worn properly, with the brim forward.

§         Males shall remove hats / visors indoors at the host facilities.

§         The competitor or their caddie is not permitted to wear traditional metal or ceramic tipped spikes. Golf shoes with alternative spikeless soles (eg; softspikes ®), golf teaching shoes, sneakers or other soft soled shoes that will not penetrate or damage a soft putting green are permitted.

§         Unacceptable dress includes blue jeans, cut-offs, denim shorts, athletic shorts, jammers, warm up or sweat pants, muscle shirts, T-shirts, tank tops, shirts or pants that are rolled up, etc.

§         No commercial logos, trademarks, numbers, or offensive wording is acceptable, except that of golf clubs or golf manufacturers or other organizations that are deemed acceptable by Alberta Golf.

§         Should a host facility have a stricter dress code, its policy will apply.

Eligibility Open only to those who are exempt or have qualified.

Exemption Criteria
Top 24 + ties from previous year's event, Top 15 Amateur players on AG Order of Merit, Top 15 Professionals from Alberta PGA Order of Merit, Past Champions (last 5 years), Pacific Coast Amateur Team from previous year, 2 host club exemptions and 4 discretionary exemptions (held for Touring Professionals).
Handicap Factors
HANDICAP FACTORS
 
                        Players, whose Handicap Factor has changed since their entry was accepted, will play to their current Factor. If a handicap event has a maximum handicap limit, the limit would cap a player’s handicap. Players belonging to a club not utilizing RCGA certified handicapping software will be permitted entry into the tournament but will not be eligible for handicap based prizes.
Pace of Play
2005 PACE of PLAY POLICY
 
Slow Play is a perplexing problem in the game of golf. A slow player at the start of the field can ruin the day for all the competitors.  It also disrupts club members who are playing behind a tournament.  Out of respect for others, all players have a responsibility to play at a
reasonable pace.
 

Pace of Play Policy

Rule 6-7 states, in part: “The player must play without undue delay and in accordance with any Pace of Play guidelines that the Committee may establish, and thereafter prescribes penalties for slow play.  In order to prevent any such penalty we suggest that you carefully review the following guidelines
 

Allotted Time

Players are required to play at no more than the Allotted Time (time par) set out for each event.
 

Definition of “Out of Position”

The first group to start will be considered “Out of Position” if, at any time during the round, the group is behind the prescribed schedule as detailed on the Pace of Play Time Chart.
 
Any following group will be considered out of position if it:
(a)                     is taking more than the Allotted Time to play, AND
(b)  (i)        reaches the tee of a par 3 and the preceding group has cleared the next tee, OR
(ii)                reaches the tee of a par 4 or par 5 the putting green is clear.
Both (a) and (b) must apply for a group to be “Out of Position”.
 

Group Out of Position

If a group is out of position, the players in that group are subject to being timed.  Rules Officials will advise the group that they are being timed.  When that group is back in position, timing will cease.  However if the group falls out of position again, timing may resume. In this occurrence, the Rules Officials are not required to advise the players, however a player may ask for this information.  The Committee reserves the right to time any groups that the Committee deems is Out of Position.
 

Timing

If a group is out of position, it may be monitored or timed for failing to comply with this pace of play guideline.  When a group is out of position each player is expected to play any stroke within 40 seconds after timing of the player’s stroke begins.
 
Timing ( cont.)
The timing of a player’s stroke will begin when:
-                     the player has had a reasonable opportunity to reach their ball
-                     it is the player’s turn to play
-                     the player can play without interference or distraction
Time spent determining yardage will count as time taken for the next stroke.
 
On the putting green, timing will begin:
-                     after a player has been allowed a reasonable time to lift, clean and replace the ball
-                      repair their ball mark and other ball marks on the line of putt
-                     remove loose impediments on the line of putt
Time spent looking at the line of putt will count as time taken for the next stroke.
 
An additional 10 seconds will be allowed for:
(a)               the first player to play a stroke on a par 3 hole
(b)               the first player to play a second stroke on a par 4 hole or a par 5 when attempting to reach the green
(c)                the first player to play a third stroke on a par 5 hole
(d)               the first player to play a stroke on or around the putting green
 
Any player in a group being timed, who exceeds the applicable time to play a stroke, will be advised as soon as possible.
 

Pace of Play Penalties

The following are the penalties, in sequence, for any player in a group being timed who takes more than the applicable time to play a stroke:
•           one bad timing             -           “official”  warning
•           a second bad timing    -           a 1 stroke penalty
•           a third bad timing         -           an additional 2 stroke penalty
•           a fourth bad timing       -           disqualification
Any bad timings incurred carry over for the reminder of that stipulated round.
 

Rulings or Other Incidents

If a ruling or some other legitimate delay occurs (e.g. looking for a lost ball) which causes the group in question to lose its position, that group is expected to regain its position within a reasonable time (2 holes).
 
 
Power Carts, Caddies

Caddies are permitted. Competitors will not be allowed to ride on a cart except in extenuating circumstances with approval from the tournament committee.

Practice Facilities The driving range will be open to competitors at no charge.  We ask that competitors stay on the mats provided.  There is also a practice area available to competitors.
Practice Rounds Practice rounds can be booked 1 week in advance by calling the Carnmoney ProShop at 403-256-6161.  There will be 60 spots reserved for practice rounds on Monday June 12th in the morning shotgun (8:30am). Cost for practice rounds is $85 plus tax.
Registration Policies
1                     Competitors must be an amateur golfer as defined by the RCGA Rules of Amateur Status and member in good standing of a recognized national golf association.
 
2                     Competitors must present their updated & certified membership/handicap at the tournament site. Players not presenting their card shall be disqualified.  No Card – No play. The entry fee will not be refunded. 
 
3                     Entries are accepted on first come first served basis, unless otherwise stated on this form.  Tournament applications are subject to approval of the Tournament Committee.
 
4              Entries must be received on this form (or a reproduction) by 4:00 PM on the closing entry date and accompanied by a current dated “personal” cheque, money order, VISA or MasterCard.  Online Registrations will be accepted from the Alberta Golf Website.
 
5                     After June 1st, all entries belonging to players of member clubs whose Alberta Golf membership dues have not been paid will be placed on an inactive list.  Inactive listed players will not be eligible for tournament play until their clubs’ membership account has been cleared.
 
6                     Competitors when submitting their entry agree to abide by:
a)                    the “Code of Conduct”
b)             the “Competitor’s Waiver and Consent”  and “Certification of Parent/Guardian” (where appropriate)
                                                                                                               
7                     Automotive transportation is prohibited except in the Men’s Senior Championship, Men’s Senior Qualifying, Interclub, Net Amateur and Family Classic.
 
                 In exceptional circumstances, Alberta Golf may permit a player, who otherwise qualifies for an amateur event, to use a power cart or other special equipment.  A current medical certificate along with a letter describing the player’s needs must be submitted with the entry to request such permission.  Authorization to use such equipment may be granted if in the opinion of the Rules Committee, the player could not otherwise participate in the event due to a serious permanent physical impairment.  Such use may be denied, if it is deemed that use of such special device, would give the player an undue advantage over other competitors.
 
Note:       Unacceptable entries include late; telephoned or emailed entries; “company” cheques and postdated cheques. 
Restaurant The clubhouse will be open for breakfast at 6am.
Spike Policy SoftSpikes only.
Team Selection The low amateur medalist will be selected as one of the members of the Pacific Coast Amateur Team.
Tie Breaking Procedures
Tie Breaking Procedures
 
Ties for major championships, final qualifying position or the final position on a provincial team will be broken by a sudden death playoff.  The hole(s) designated for the playoff will be discussed by the Event Chairman with the Host Club Pro Shop in advance.  However the hole(s) may not be finalized until the scope of any playoff is determined and the course availability at the time of the playoff is known.
 
If due to weather, darkness or other cause, a playoff cannot be held to determine a Champion, then co-winners shall be declared (example Alberta Junior Champion).
 
In the event of a tie in a gross score competition that is not to be decided by a playoff, then a winner shall be declared by matching scorecards.
 
If conditions are such that a play off may not be conducted for a team position on that day or that course the following options should be evaluated in sequence to conduct a playoff:
  1. Another nearby course on that day.
  2. That course or another course on the next day.
  3. An appropriate course prior to the event for which the players were competing.
  4. Include all tied players in the event.
  5. Ties for team position will be broken according to Rule 33-6 and Appendix 1, as follows:
 
Matching Scorecards
Ties will be broken according to Rule 33-6 and Appendix 1, as follows:
In the event of a tie in a gross score competition that is not to be decided by a playoff, then a winner shall be declared by matching scorecards.
 
To break a tie in stroke play gross score competition by matching scorecards, examine the holes as they appear on the scorecard. A winner will be determined on the basis of the best score in the following sequence:
          i)      last 18 holes
         ii)      last 9 holes (10-18)
         iii)      last 6 holes (13-18)
        iv)      last holes 3 (16-18)
         v)      last hole (18)
        vi)      first 9 holes (1-9)
        vii)      last 6 holes on front nine (4-9)
       viii)      last 3 holes on front nine (7-9)
        ix)      last hole on front nine (9)
x) 18th hole, 17th hole, 16th hole, etc.
xi)           In a multi round competition, repeat the same procedure using the 2nd last 18 played, etc.
 
To break a tie in net competition follow the same procedure and deduct the appropriate portion of the course handicap and include the fractions.
          i)      last 18 holes                       less full course handicap
         ii)      last 9 holes (10-18)            less 1/2 course handicap           (9/18)
         iii)      last 6 holes (13-18)            less 1/3 course handicap           (6/18
        iv)      last 3 holes (16-18)            less 1/6 course handicap           (3/18)
 
*To break ties for pairing purposes or for order of tee off within a group refer to the above method of matching scorecards.
 
Gross Stroke or Match Play Competition
A hole-by-hole play-off shall be played to determine the winner.
 

Net Stroke Play

A series of 3-hole competitions shall be played with the winner being the player with the lowest net score aggregate for the 3 holes.  Handicap strokes will be taken as they appear on the scorecard.
 

Net Match Play

A series of 3-hole competitions shall be played with the winner being the player who won the most holes in the 3-hole match. Handicap strokes will be taken as they appear on the scorecard.
 
Withdrawl Policy

WITHDRAWL POLICIES

 

1.             Entry fees will be refunded, less a $20 administration fee, if notice of withdrawal is made to the Alberta Golf Office prior to the application deadline.  Late withdrawals due a medical emergency supported in writing by a medical doctor will not be subject to the administration fee.  Refunds are issued following the event.

 

2.             A player who fails to notify the Tournament Committee of a valid reason for withdrawing prior to commencement of the event, or withdraws during play without valid reason, or fails to appear for a subsequent round of the event, without notification, may be suspended from competing in future Alberta Golf events for up to 1 year.

 

3.             Should a competitor be forced to withdraw from an event he must advise a Tournament Official at the earliest possible opportunity.
